Document Video Encode Settings

While I do have records of what video encode settings to use, it isn't documented on this Readme.md, or the wiki. I don't think the original PONscripter docs tell you how/what to encode with.

I think it would be best to add a link + one example on the Readme.md, and also have a section on the ponscripter wiki describing the video encoding.

I also had a user report that the settings above have a slight audio delay, compensated by adding a delay in ffmpeg, which should also be documented.
