Дополнительная информация
После установки компоненты vc_redist Microsoft Visual C++ 2015 Update 3 по совету Олега проблема исчезла.

Такая беда периодически появляется, но как решить - непонятно.

Вообще это ошибка со стороны node.js, т.е. мы тут мало что можем сделать.
Разве что задокументировать.
