FAQ question: why are kernel culling limits set? #168

Context

https://2i2c.freshdesk.com/a/tickets/243 asked about why we set culling limits on kernels. We document resource culling here but this only covers the what, not the why. I also don't think a user would have known to look under "User server management" in order to answer the question "why did my work go away?"
