Community facing information about grafana monitoring - access and monitoring guidance

I'd love to see community representatives and power users are empowered to make use of the grafana dashboards for their hubs.

Julius who is a leap community representative and power user asked in a support ticket:

I was wondering if it would be possible to have a short zoom call to explain the problem a bit further and maybe get some instructions on how to more efficiently monitor the hub?

Where to put docs

I think it would make sense to upstream documentation about using these dashboards and have opened an issue about that in jupyterhub/grafana-dashboards. If we need to provide 2i2c specific docs, we can do so and then link out to the jupyterhub/grafana-dashboards docs for general parts - which I think should be the absolute majority of all parts we would want to document about this.
