• Upgrade all AKS clusters to k8s 1.24+ (1.26+ now)

• Document a upgrade procedure for AKS clusters (Equivalent of docs: add an aws k8s cluster upgrade guide #2142)

I want the documentation of the procedure to be tracked still as was also part of this issue even though the title failed to reflect that. I went for a title update and re-open instead of branching off the documentation part in a standalone issue to align with the cloud-corresponding issues.
