Q4 Reduced workload goal - Nov 15 Sprint 3 tracking issue

This sprint aims to get the following done:

• Provide documentation for GKE cluster upgrades (Erik)
  • Document a k8s upgrade procedure for GKE #3250
• Perform EKS 1.24 cluster upgrades to the extent its possible opportunistically (Georgiana)
  • Upgrade our k8s clusters to k8s 1.25+ #3224
• Plan and detail how use a node resource allocation script (Erik and Georgiana)
  This doesn't include developing it, but carefully thinking what to develop and why in order to meet our needs to make the development effort somewhat straight forward in the future.

Outcomes from initially planned work

• More k8s upgrades got done than planned, we are now at 1.27 everywhere except for utoronto that is at 1.26
  • Tooling to do upgrades for EKS was improved with eksctl: set nodegroup name based on namePrefix, nameBase, and nameSuffix #3445
• Documentation on GKE upgrades are in draft at docs: on upgrading k8s clusters, focusing on GKE #3464
• Discussions about resource allocation script were held, but not followed up on

Other goal oriented work

Georgiana worked on refining workflows in #3450, #3436 for example, and Erik worked to cleanup misc logic by upstreaming fixes to oauthenticator.
