Draft a policy for creating 'runbooks' to handle support tasks

Something I've been doing recently is to create a 'runbook' each time I handle a support ticket. So far we have:

• Add a simple python package addition runbook #3684
• Add runbook for setting up a community managed hub domain name #3683
• Add 'runbook' for adding admin users from freshdesk #3660

The overall framing for me personally is:

Everything I do should be me playing a specific role in a process. If such a process does not exist, doing the task should necessitate creation of the process.

This will slow us down in the short term, but should make everything run smoother in the long term.

This issue tracks creating a small draft policy about this. I'll work on a draft and then circulate it with folks for feedback.
