A roof-ground intersection (botwie) can happen in certain situations where the roof elevation in vertex column is lower than the ground elevation:

Simply setting h_roof to h_ground in that case can create additional issues like breaking planarity and having roof and ground surfaces on top of each other without vertical walls in between.
