Merge records: file attachments

As a user/Social Worker (SW), I want to merge two similar records in an entity into one to avoid duplicates and ensure consistency and accuracy.

If any attachments or documents are linked to the records, I should be able to select and retain the attachments/documents to the merged record. All the attachments available in particular record should be available in the merged record.

Exception: In the case of children's profiles, the two selected records for merging can have different attached photos. The user should be allowed to select any of the attached photos to merge the records.
