Background

Currently, there are 4 pipeline notification statuses:

Failed (no successful tasks or a fatal error)
Partial Success (some tasks succeeded, some failed)
Succeeded with warnings (all succeeded, but at least one warning)
Suceeded

1 and 2 are essentially failures.

Feature

Make pipeline statuses more strict in notifications.

pramen.notification.strict.failures = true

Proposed Solution [Optional]

Add a configuration option for the new behavior.
