[BUG] Loading/Running popup starts before the mcdev command starts running

When clicking on Retrieve in a credentials name or business unit name a popup will show up asking which metadata type to select. At the same time the Running popup at bottom right is running although the mcdev command has not started yet.

If user closes the metadata type selection the running popup is still running and cannot be closed,

Solution: only show running popup after user finishes selecting the metadata type
