Yep, the vehicle system needs a major rewrite, if not a complete one. How certain things are done is a disaster.

The new vehicle system will have the following new improvements, apart from the code being cleaner and the vehicle physics being better:

  • wheel bone indices, seat bone indices etc. will be looked up by name, not hardcoded as a range of IDs
  • weapon components

At some point in the future, clientside prediction should be looked into, so players can have a smooth experience with vehicles in multiplayer.
