[Release Note Automation] The code to set timezone for GitHub Action runners doesn't work

process.env.TZ = PST_TIMEZONE
Recently, for some reason, the code intended to set the timezone for the GitHub Action runners has been working as expected. To avoid delays in the release workflow, we have to temporarily skip the timezone step in the GitHub Action scripts. Will fix it after the garage week.
