submit refinebio-py to bioconda

For easier installation by users who use conda as their virtual environment manager of choice (i.e. me), it would be nice to have a conda installation recipe available. The most logical place for this would be as part of the bioconda channel. While I have never done this for a package myself, it looks like once you have a PyPi recipe, as we do, the rest should be pretty straightforward.
