The analogous Python script for #25. This will use argparse and pandas to accomplish the same thing as the Rscript we'll teach synchronously.

The scope of this issue includes figuring out how we will organize the repository to support the R and Python "tracks" in a way that is hopefully not confusing to participants.

In the interests of time/pilot, I think we might push this off as a nice-to-have. Hopefully the general concepts of organization and options will be inferable even if this does not get done before the first training.
