[Bug]: Only send GitHub commands when starting a new session, not when returning to a session

Describe the bug and reproduction steps

We send a git clone command (as well as 1 or 2 others) when a session first kicks off

If you refresh the page, we end up re-sending the commands, which is unnecessary, and actually causes problems (e.g. you end up switching branches)
