Corrupt install, you're missing a bunch of mods. Try reinstalling your pack.

curse forge serverpack itself is missing files

We do not support Mohist, it is known to cause issues. Please reinstall with Forge and try again. All the necessary files are in the Curseforge server pack, the included script will download and install the correct version of Forge.
