[Bug]: Compact Machines and Refined Storage having to replace network cards everytime server restarts

What happened?

Every time I restart my server, I have to go to all my transmitters hooked up to my refined storage and take out the network card and place it back. And it isn't chunkloading that is the problem, because even when I go into the compact machine and back out, I still have to replace the network cards, even if the chunk is forceloaded.
