Check of repeating notification order to prevent duplicate

Description

The Apps team is in need of a way to prevent repeating notification orders from resulting in notification spam. If an app for whatever reason fails to persist the notification order id they will try to create a new order with the same input as before. We need to consider allowing external systems to provide an id for an order where we have a unique index to prevent duplicates.

We must either consider allowing the external system to define the notification order id or introduce a new property.
