Description of the bug

When a pdf is generated based on the form data of a given task, the data element is not locked before the process moves on to the next task or end state. The data element should be marked as locked to prevent modifications on the metadata or the blob contents itself.

Steps To Reproduce

  1. Complete workflow of an app instance
  2. Check the metadata of the ref-data-as-pdf datatype in CosmosDB or developer insights in browser.
  3. See error.
