Hypothesis of work from concept stage

• Create pipelines for build/test/deploy of a new container for the eFormidling integration point (eIP).
• Create PaaS service for SQL database in Altinn Platform. Likely: PostgreSQL in Azure.
• Secure handling and access to Digdir enterprise certificate in Azure Key Vault.
• Introduce app config and storage flag to determine if data should be sent to eIP.
• Introduce event and code for packing and sending data to eIP, including updating state in Storage.
• Potentially introduce a queue?
