Include HELT solution "request role" on instantiation of apps

Description

In this epic we should include the functionality for requesting a role as part of the instantiation flow. In this epic we therefore need to look into:

• Where in the instantiation flow we should check roles and provide user with the option to request role
• Test the instantiation flow
• Look at where in the instantiation flow the system should check the required security level. Current instantiation flow can be found here: https://confluence.brreg.no/display/T3KP/Instansieringsflyt+for+mvp

Consideration

For this issue to be possible to solve, roles and rights needs to be working with apps. We need to consider if this should be solved as part of this epic or solved before starting this epic

User test should include both this epic and epic Altinn/app-frontend-react#149
