[Suggestion] Make it so a gym leader's personal party don't have to be below level cap to accept a gym battle.

Currently a gym leader cannot accept battles if their personal party breaks the rules- and they have to swap out the party to something else before they can get the rental team to challenge the gym.

Not sure if this rule works with Pokemon that breaks any other rules besides level cap- however.
