Allow the re-rolling of hoard GP values, and of treasures.

Thoughts:
-Edit rounding levels? Say, nearest 250, 100, 1000, etc?
-Treasure re-rolling will be closesly tied with the treasure options. Perhaps those options should be implemented first, or alongside this.
