Execution is only available when Gallows is built.

Placing a festival is only available when Gallows is built.

Execution kills one townsperson. Adds the random value of gold to your treasury. Placing a festival costs money. If the festival was successful, you will gain more gold, that you spent on placing the festival. You can host festivals as fast as you can, but you should be aware, that gain money depends on the date of the previous festival, so townsfolk could save some money for the new one. For default, it is 30 seconds you should wait before townsfolk fully replenish amount the gold that could be spent.
