Can you please create a top-level LICENSE.txt which outlines what the real license is for the HW design and the firmware? Currently there are disclaimers and references to a license but no clear license provided.

On the arrow.com website it reads:

Design Your Own Media Converter
Why not integrate this design into your new product or custom prototype?

The 10BASE-T1L-MC is provided with a complete hardware development package to support quick, simple, and low risk media converter design. Provided is a proven, tested and verified reference design which includes:

• Schematic for 10BASE-T1L-MC
• Layout Gerber files
• Full firmware code for media conversion

This leads me to believe that the reference design can be freely copied and modified but is this really the case?

Yes this is a reference design, Terms are as follows
