If it wasn't Lamasmaster, then whoever did this has essentially nerfed the minigun not just in terms of overall effectiveness but the rate of kickback/recoil is scuffed and nonsensical for a weapon that's intended to have a high rate of fire. The minigun is a weapon that's supposed to suppress enemies but also be a pain in the ass to control in terms of recoil, especially for someone in salvaged PA. A recruit legionary was able to tank more than 10 shots in quick succession let alone kill an HT despite consistent rounds placed on target.
Edit: So it's not actually some firerate issue according to Rebel0, it's a matter of how many bullets are being produced at once from the minigun. The minigun was made into a weaker, watered down LMG which explains why NCR HTs have been maining R84 LMGs. The CZ57 Avenger for what it's worth, takes up your backpack slot and the only place you can only fit convenient spare ammo is by clipping a full 240 round box of CZ57 ammo in your belt slot. It's no wonder why nobody picks it as a loadout option anymore and I've seen it from both an NCR player's perspective and a Legion player's perspective.

Find the Albinauric woman. She hides in a cave to the west of the Laskyar Ruins, which jut from the mist-shrouded lake of Liurnia. She knows the location of the medalion's counterpart, I'm sure.
