Use an up to date local copy of Jetpack for new sites #56

Instead of downloading Jetpack on the creation of every site, keep an up to date local version of Jetpack, and copy it to the new site instead. That could happen by:

Having a cron job download Jetpack every day to a dedicated directory
Having a .org site connected to .com, with Jetpack autoupdates enabled.
