Terraform deployment should support additional static routes on AVD subnet

Describe the feature end to end, including deployment scenario details under which the feature would occur.

The Bicep deployment was updated to add a parameter allowing the specification of additional custom static routes in the route table for the AVD subnet. The Terraform deployment does not include that capability.

Why is this feature important. Describe why this would be important for your organization and others. Would this impact similar orgs in the same way?

Terraform should perform the same deployment as Bicep.
