'az pack build' is using old buildpack version

'az pack build' is using pack v0.4.1 under the hood that is preventing to use the latest buildpack like paketobuildpack or even latest cloud foundry images like 'cloudfoundry/cnb:cflinuxfs3'.

Describe the solution you'd like
Latest pack version is 0.18.1 as of Apr 26th 2021. More close to the latest version would be better.
