Followed instructions, install rust , start VS , install random extensions that popped up as suggestions,

You can install things that change the PATH environment variable and expect already-opened processes to pick up those environment variables. No platform works that way. Some apps can detect broadcast changes if the installation does it (don't even know if rust does), but most don't because it causes more issues than solves.
