in the future, we should have templates/predefined tasks for common tasks (such as go install)

we also want to make sure we have configurable crypto https://github.com/microsoft/go/tree/microsoft/main/eng/doc/fips

We added support for go module cache management in #205
As things come up let's open a separate issue so we can track individually.
