add feature for:

apsbss  now        print information of the proposal running now (ESAF and proposal #, users name / email list, title, etc.)

The suds interface provided some useful components that could make this software even richer. For example, the ESAF info accessible via the dm package now does not include the proposal number, for example, except at sector 21! (To get proposal ID from ESAF for any beam line, we need the IS group to raise the priority of implementing this "esaf-all" feature. We need read-only access.) But the real advantage of switching to the dm package is that the client (apsbss in this case) does not need to provide the credentials to access the backend APS databases. This allows the software to be used at any APS beam line.

I've added this to the next milestone but that may change due to availability of the esaf-all feature in the dm package.

In BCDA-APS/apstools#349 & BCDA-APS/apstools#350, the proposal's startTime and endTime provide dates that can be used to identify what is being run now. But the result might not be unique.

Also, the ESAF information available is for the entire sector.
