Per decision at NIAC2024, change NeXus_version (which actually says it is the NAPI version) to NeXus_release (referring to an identifier of the NeXus definitions repository).

Note that this new attribute to the root of the NeXus/HDF file is not yet in any release. (The decision was <48hours ago.)
