Describe the bug

If a player is on 1.8 and uses a cuboid tool on a block that has the BlockBreakEvent cancelled, it will still visually break for the player. I have attached a video to show this

Mine in an area where block break is cancelled

I can't seem to replicate the issue.
I am using Paper version 1.21.1-85-master@c5a1066, ViaVersion version 5.1.1, ViaBackwards version 5.1.1 and ViaRewind version 4.0.3.
I connected with a 1.8 client to the 1.21 server and broke blocks using a trench pickaxe inside an island I don't have access to, and it seems to work well.
