Non-Vertical wrappers logs overwrite ( low chance of happening )

While working on #2074 , I found a possible overwriting on log retrievals.

All the wrapper logs don't take into account the current fail_count. This means that if any wrapper job fails and the log is not recovered before Autosubmit does a new submit and the job fails again, the first log will be replaced by the new log.

Due to the queue, run time, etc, this has a low chance of happening, but the bug is there. #2074 (comment)
