Critical error with 7013 in job_packages.py submit function

The function submit in job_packages.py raises an AutosubmitCritical with 7013 (it's also raised in other places):

The issue is that 7013 appears to be about pending commits in proj folder:

Raising an error with the code 7013 for BaseException seems wrong, as I think we cannot guarantee it was an issue about pending commits.

I think it was meant to be 7014, but it could also be platform issues

Maybe we can include this one in 4.1.12 if we can choose the new code... since it happened a couple of times yesterday with t01x, maybe that would help us if some d-suite experiment failed.
