Verify permissions and document strategies_log.txt

We had an issue with that file (permissions) in the ClimateDT VM. Besides having the wrong permission (a user, and no group write permission), it was not documented.

We need to verify that the log is created with the appropriate permission (without requiring a sysadmin to intervene), and document it.

I would remove it and make the out/err message in the $command log
