add CI/CD for Marp docs

Marp is a useful tool for generating slide decks (and other docs) from a markdown file.
let's hook it into GitHub actions so that we can generate docs as they're updated.

A good reference is marp-to-pages.

Note that we need to coordinate output landing location with other repos, such as our "how-tos" repo.
