[Enhancement] Automatic moderation system #1

During the open beta, an automatic moderation system was requested in multiple posts. Mentioned features:

Thread-starting posts that consist mostly of external links are to be automatically hidden/removed.
Threads with too little replies from unique IP addresses are to be hidden/removed.
Posts that include predefined keywords are to be removed completely or hidden when accessed from certain counties.
