Support Microsoft Passport functionality

The Microsoft Passport is a part of Windows Hello feature and should be implemented in the library as well.

The official guide can be used as an example, but of course it will need to be translated into correct C++/WinRT to make it work with RNW.

NOTE: no need to provide the client-server authentication mechanism, or at least not at this stage of the project. Only when explicitly requested by users.
