[Bug]: Stamps seem to no longer function

Describe the bug

I pulled paper out of a paperbin, wrote down some HTML on it and as I went to stamp it I realised that the stamp could not be placed anywhere on the page except for the topleft most corner of the page.

What did you expect?

I expected to be able to place the stamp where I chose.

Reproducible steps

1. Hold paper
2. Hold stamp
3. Click paper with stamp
4. Try moving stamp around paper UI
