build(deps): bump @npmcli/arborist and npm

Removes [@npmcli/arborist](https://github.com/npm/cli/tree/HEAD/workspaces/arborist). It's no longer used after updating ancestor dependency [npm](https://github.com/npm/cli). These dependencies need to be updated together.

Updates `npm` from 7.20.3 to 8.19.2
