Action bar configurable length

Describe the solution you'd like
I would like for the voting reminder action bar to have configurable length. Right now only the text and delay is configurable, but not the length. It shows up for a very small amount of time, not enough to notice it.

The delay currently is the duration. I'll probably have to change that in the future
