after uploading bank statement the user should be forced to specify the format

low priority problem:
After uploading a bank statement the format has to be set. At the moment the user has to go to the separate format page. If the format is not set, the bank statement is not shown in the manual matching section and therefore might confuse users.

Solution:
After uploading a csv bank statement file the user should be forwarded to the specify format site or a message stating "please set the format of the uploaded bank statement" with a link to the format page should be shown.
