Extract operator-label input to discvr-components

Pull the JSX and related styling callbacks for the operator label input, defined here, into discvr-components. Ensure it has snapshot and/or unit tests. Replace the current DiscvrLabkeyModules implementation with the discvr-components version and ensure all behavior works as it did previously and that the selenium tests pass.
