Implement Input Set management functions in cli

Input sets are valuable ways bonsol devs can reuse groups of inputs, but the cli has no functionality fully built to managment.
Create the CRU Create Read Update Methods to mange them

Is there a preference of file type? json, toml, etc. or is this expected to have it's own local db for storage?
