Currently Jenkins only has a stub for building...

Add MSBuild and ant.

Note that I don't have a Visual Studio project at the Github to build the installer. The installer msi file was built on my laptop by the VS 2017 and attached to the release. The installation guide describes the procedure to build the jar and exe files manually through script/batch files. However, no installer source code is provided. It is up to the user to packing the binary to an installer of his choice.
