By adding Vagrant environment we can test psacct in different distribution locally.

The Vagrant smoke tests use the Puppet Labs Vagrant boxes ref

Vagrant Smoke Tests:
- CentOS 6.6 (OS)
- CentOS 7.0 (OS)
