Navigation tiles allow outbound links, but the suggestion box does not respond well to non-page URLs.

When a custom URL is typed or pasted, the suggestion box should include the URL string as a row in the suggestion box, with an indicator that it is an outbound link. Tapping on the row should save the link into the tile, ready for update.

The current behavior of the "link" functionality in paragraph blocks is a good model for this.
